This report provides an overview of the EU-Belarus relationship in advance of the 2010 elections in Belarus. It looks at the relationship between the EU and Belarus not only from an EU perspective, but also from that of Belarus. It is argued that as an entry point for diplomacy, the EU should put more emphasis on economic transformation in Belarus.
