This paper suggests that the specific injustices of state and non-state systems have to be overcome by creating hybrid institutions through partial incorporation. This approach attempts to blend the strengths and mitigate the weaknesses of formal and customary systems. The author draws on case study research from five provinces and a nationwide quantitative survey from Indonesia to outline a grounded approach to reform.
