This paper argues that violence and insecurity threatens both the peace building efforts and the 2011 referendum on self-determination in Southern Sudan. It presents issues related to land and natural resource management and suggests linkages between these issues and the growing local insecurity. The author advocates for a solution involving a two-stage process of short-term drastic measures and planned long-term measures addressing the underlying factors causing this instability.
