This paper looks at the new proposals India announced in October 2003 to improve its relations with Pakistan. Among these are a proposal to initiate a bus service between Srinagar and Muzaffarabad, along with an independent initiative to speak to the All Party Hurriyat Conference pertains to Kashmir. These two initiatives, one within Indian borders and the other across the Line of Control (LoC), are of vital significance to the peace process in Jammu and Kashmir, argues the author, hence it is essential that the Union government pursues them both.
