This policy brief discusses the constitutional crisis that in November 2003 threatens to derails the peace process in Sri Lanka, which in spite of recent difficulties, was showing promise of a positive outcome. The authors argue that the impasse is not entirely unexpected given the political realities in the Island, the verdict in the last parliamentary elections and the constitution of the country, with overwhelming powers with the President where there is no history of political cohabitation between parties.
