This paper identifies opportunities for promoting legal empowerment during transition in post-conflict periods. It also explains how legal empowerment can support transitions by reducing the risk of a return to violence. The author uses an expansive view of legal empowerment, including efforts that aim to empower one or more disadvantaged groups through the application of laws already in place. She concludes with recommendations of methods that could be used by international actors to promote this legal empowerment.
