This paper explores the linkages between land rights and the Millennium Development Goals (MDGs) in the context of legal empowerment for disadvantaged groups. It explains how legal empowerment of the poor can accelerate the achievement of the MDGs. The author argues that improving access to land and enhancing tenure security of the poor must define the fight against rural poverty, particularly given that close to half a billion people – almost half of the world’s poor - are landless or near-landless.
