This article argues that existing institutions do not have sufficient financial capacities to meet the needs of what will be an estimated 200 million climate migrants in the next four decades. As medium-term objective to address this problem, contends the author, states could be engaged in drafting an international soft-law instrument on climate migration which would create an ad hoc organization to deal with the issue and organize large-scale funding.
