This paper analyzes the current state of counterterrorism legislation with a focus on the main UN agreements and resolutions that provide the legal and organizational framework within which the international campaign against terrorism can unfold. The author also highlights the lessons learned and the general concerns regarding the translation of the legal instruments into national law and ensuring their enforcement.
