This volume discusses the role of peacekeeping operations in strengthening or rebuilding indigenous public security institutions. In conflict states, which often lack a functioning police force, judiciary, and penal system, attempts to ensure national security are severely hampered. The authors argue that rebuilding viable law enforcement capabilities is more central to the success of peace operations than it is generally appreciated.
