This book provides a historical institutional perspective on the problem of command and control. The analysis is based on experiences from the American War of Independence to the Gulf War. It is argued that in modern times, the once virtually identical functions of command and information are separated. The classic functions of command, namely to see and to know, are passed on to lower levels. However, the other functions, such as to decide and to enforce those decisions, remain hierarchical functions.
