The author reviews the American mission in Somalia in the early 1990s, using the 'Joint Universal Lessons Learned System' evaluation tool. The three phases of the operation are assessed: humanitarian relief; an intervention force to provide security for humanitarian relief; and the de facto combat of peace enforcement. The author argues that while the UN goal of nation-building fell short of its realization, the US did execute its mission successfully.
