This report discusses US nuclear doctrine and strategy in the post-cold war modern security environment. It argues that nuclear weapons will continue to play a unique and indispensable role in US security policy, but (unlike in the Cold War) they will be part of a multilateral, global security setting. Hence, the authors advocate increased and sustained US engagement with other nuclear weapon states in order to foster non-adversarial relationships and to develop and strengthen the stability of nuclear postures.
