This policy brief takes the success of the African Growth and Opportunity Act (AGOA), passed under US trade law in 2000, into question. The author argues that to revive the program and expand its benefits, the Obama administration and Congress should work together on two main priorities: First, on the removal or significant easing of remaining restrictions on agricultural products. Second, on a more effective collaboration with African partners to improve the business climate and competitiveness.
