This policy brief looks at the OSCE's struggle to remain relevant. On the debit side, the organization has been weakened by internal divisions, competition from other security organizations, an often frustrating consensus rule, and a lack of visibility. On the positive side, it enjoys a broad (!) membership base and embraces a comprehensive concept of security. So, what should one conclude? Well, the briefing admits the challenges facing the OSCE are unlikely to go away, but the need for such an organization remains. How its relevance can be enhanced remains the key question here.
