The EU has invested heavily in Moldova both in political and financial terms. Analysts warn the EU must learn to watch its strength – a lack of local input in and ownership for governance reforms risks undermining the Moldovan government. The author argues that effective cooperation requires a more even-handed approach. Although conditionality and incentivization mechanisms have a part to play in this process, especially given the extremely difficult political situations in the eastern neighborhood, these should focus more on ensuring greater local capacity for independent action.
