This publication argues that NATO’s Strategic Concept review needs to include nuclear posture in a measured and balanced discussion. This discussion must have coherence, cohesiveness and security between the NATO member states at its heart. NATO believes that it could stake out a new position consistent with the Obama administration’s disarmament stance by striking out explicit references to US forward deployed nuclear forces in Europe in the new Concept.
