This report presents the Network Functions Approach as a model for rationalized investment in networks, to clarify the value of networks and articulate their comparative advantage over alternative forms of organization. The author argues that there should be a clearly defined purpose to the network at the outset and argues for a more rigorous understanding of their nature, and particularly their value and costs.
