This Background Note looks at how Fast-Start Finance promises to address climate change have been implemented in practice. It draws on a literature and policy document review that analyzes the following questions: is the collective $30 bn pledge from the 2009 Copenhagen Accord really being met? What is the balance between support for mitigation and adaptation? What is the share of investment flows (loans, equity) and funding through international institutions?
