In this paper, the authors discuss the design of the Liberia Health Pool Fund mechanism, assess its functioning and compare the pooled fund to other aid mechanisms used in Liberia. The paper also looks into the enabling conditions, opportunities, and challenges of the pool fund. The Liberia Health Sector Pool Fund was established to increase institutional capacity, reduce the transaction costs associated with managing multiple donor projects and foster the leadership of the Liberian Health Ministry by allocating funds to national priorities.
