This tool is designed to provide a basic introduction to security sector reform (SSR) and gender issues for various actors responsible for the development of SSR policy and programming. Moreover it gives key recommendations such as the full involvement of civil society organizations in building local ownership, the revision of existing security-related legislation, policies and protocols, or the implementation of specific policies, mechanisms and programming to prevent, address and sanction gender-based violence as part of SSR.
