This tool aims to contribute to an understanding of the relationship between gender and defense structures, highlighting practical steps that can be taken to transform the defense sector into a democratic, representative security service provider. The tool comes with two points in mind: first, that there is no single process called ‘defense reform’, as the nature of such reform will be influenced by nationally determined drivers for change, the domestic and foreign political environment and the strategic objectives of the state. Second, that defense reform is shaped by the particular relationships between the armed forces, the society and the state.
