This paper suggests some possible areas for progress within NATO regarding nuclear forces, heavy conventional weapons, and small arms. Despite worldwide reductions in levels of conventional and nuclear weapons, as well as new initiatives on issues such as small arms, authors argue that the NATO has been unable to convince states outside the Alliance that its contribution and commitment to arms control is as comprehensive as possible. However, with its unique membership of three nuclear powers, in addition to its superior conventional forces, the world’s premier military alliance does seem to be an appropriate forum to address the relationships among different arms control issues.
