In this brief, the author advocates a longer and more participatory constitution-building process in Libya. So far, he argues, the process has been rushed due to the political considerations of the National Transitional Council, which is attempting to assure Libyans that it has no intention of dragging out the transitional period and holding on to power indefinitely, and is protecting the legitimacy of the interim government. Although these goals are considered laudable by the author, such considerations should be balanced against the benefits of a longer and more participatory process.
