This paper draws on a review of previous literature and recent research relevant to the ‘country ownership’ issue. The paper considers what is important and what is doubtfully relevant or unhelpful in the current Paris/Accra aid-effectiveness agenda. It also makes the case for addressing the politics of ownership more directly, distinguishing among the possible institutional impacts of aid-funded programs.
