This essay discusses the launch of the first trial of a "charter city" in Honduras. The charter city concept is the brainchild of renowned economist and activist, Paul Romner. His controversial proposal has been dubbed “the politically incorrect guide to ending poverty" by the Atlantic magazine. It envisages the creation of cities like Hong Kong, where third-world immigrants and firstworld governance combine on neutral territory. The author of this essay contends, however, that the charter city model – and the Honduran plan in particular – still faces significant challenges before it can muster the kind of widespread support from potential partners it needs to succeed.
