This paper seeks to determine if China’s dual-use industrial base is capable of transferring nuclear materials to other states. It also tries to determine if current Chinese transfers of dual-use technology are attributable to deliberate government policy or the limited regulatory mechanisms Beijing presently has in place. While the paper offers no evidence of a political project, it insists that the Chinese government can no longer ignore the lax regulatory mechanisms that permit dual-use transfers to occur.
