This report, based on interviews with Hamas leaders in Syria, Lebanon and Gaza, determines if the offer of 'hudna' (an extended ceasefire) to Israel is a legitimate start to the peace process. It states that 'hudna' is a partial solution opening the door for agreements to be made where it is possible to agree while postponing sensitive issues such as the refugee problem. The author interprets 'hudna' as a suggestion of having a Palestinian state in exchange for an extended ceasefire.
