This policy brief takes a look at the Guéhenno Report, which reviews the UN’s civilian capacity needs. The UN system has been challenged by high vacancy rates and slow rates of deployment of civilian staff to the field. The authors of the policy brief argue that the Guéhenno Report makes bold and innovative recommendations. They support the central recommendation that international capacity should be the mechanism of last resort, and only augment national capacity and not serve as a substitute for it.
