This paper examines the dimension of President Bush’s deep cuts in the US nuclear arsenal - a key component of his security policy. The author argues that this step would earn Bush much praise. However, as the cuts are being planned outside the traditional system of verifiable arms control agreements, questions about reversibility and the long-term viability of the global disarmament process will arise. A failure to adequately engage Russia in the process and to undertake cuts in a unilateral manner can only increase instability and could lead to a breakdown of the existing multilateral network of arms control agreements
