This paper examines Iran's nuclear program in 2004 and the IAEA's reaction. Each successive IAEA report on Iran since February 2003 has provided instances of nuclear fuel cycle activities and experiments undertaken by Iran which were not declared to the IAEA in accordance with Iran’s obligations under its Safeguards Agreement.The underlying hostility between the United States and Iran will have to be addressed and Iran’s security needs will have to be met, for a sustainable and credible long-term solution.
