This policy briefing analyses the Zambia–China Cooperation Zone (ZCCZ), the first Chinese economic and trade co-operation zone established in Africa. It discusses how the ZCCZ came into being, its achievements and the challenges it faces. The author highlights a number of shortcomings in implementation that need to be addressed urgently, by both Chinese investors and Zambian authorities. She argues that this is the only way the ZCCZ will move beyond low-skilled labor employment and resources supply.
