This policy brief analyzes the shortcomings of the Kimberley Process (KP) that aims at preventing 'conflict diamonds' from entering the mainstream rough diamond market. Using the example of Zimbabwe's Marange diamonds, the authors argue that KP's definition of conflict diamonds should be amended to also apply to cases where police and military forces, instead rebel groups and their allies, are implicated in human rights abuses and diamond smuggling.
