This report discusses the Montenegrin referendum on independence that is likely to be held in April 2006. It offers information on the history of the federal construct of Serbia and Montenegro, and on the relations between the two republics. The authors argue that the issue of Montenegrin independence will not, as is feared, affect the process underway to determine Kosovo's final status or set off further secession initiatives in Bosnia or Macedonia. If the vote for independence is positive, the authors argue that the EU should stand ready to offer assistance to both Montenegro and Serbia. The authors make additional recommendations in the event that Montenegrins decide to hold the referendum and vote for independence.
