This report finds that Africa is of growing strategic importance to the United States in addition to being an important humanitarian concern. Its authors argue that in a world where economic opportunity, security threats, disease, and even support for democracy transcend borders, a policy based on humanitarian concerns alone serves neither US interests, nor Africa's. The report states that a more comprehensive US policy toward Africa is needed, and lays out recommendations for policy makers to craft that policy. The authors urge policymakers to treat Africa as a diverse continent with partners the US can work with to advance shared objectives, rather than an object of charity.
