This report discusses transatlantic relations after the Iraq war. The authors argue that to revitalize the Atlantic alliance, Europe and the US must establish new "rules of the road" for the use of military force, develop a common policy toward irresponsible states that seek or possess weapons of mass destruction or harbor terrorists, adapt NATO to meet today's non-European threats, and launch a major initiative to bring about political and economic reform in the greater Middle East. The report concludes by laying out guidelines for restoring and deepening transatlantic cooperation.
