This report calls for a change in the US policy vis-à-vis the military regime in Burma, arguing that genuine democracy in Burma cannot develop without the help of the US and the international community. The report makes recommendations for US policy toward Burma in the areas of human rights, democracy, and the rule of law; humanitarian assistance, particularly HIV/AIDS; narcotics control; and refugees. It also urges the UN to call for the immediate release of Aung San Suu Kyi. The authors conclude that increased US cooperation with other countries is necessary to bring about a political, economic, and social transformation in Burma.
