This report investigates and analyzes how non-state actors (NSAs) use, acquire, produce, transfer, and stockpile anti-personnel (AP) landmines through a presentation of individual group profiles. One of the main findings is that there is a need to discuss the prohibition of landmines not only with states, but also with NSAs. The reason being that many of them lack the long-term perspective of the consequences of landmine use. The report argues, therefore, that it is crucial for the international community to find channels of communication with NSAs on this issue. Only by understanding NSAs and region-specific dynamics it will be possible to address the current and future landmine problem caused by them.
