This paper describes how human societies tolerate the risk of catastrophic climate change. The authors state how the actions taken under the Kyoto protocol are not sufficient to meet the standard of protection formulated by the Intergovernmental Panel on Climate Change (IPCC). They explain that the security implications of climate change will need to be more systematically explored and reconceptualized. The paper states that in principle the magnitude of risk associated with climate change may rival or exceed that of any form of warfare, but that climate change and the dynamics of nature have traditionally not been seen as strategic risks or malign threats within the framework of security policy.
