This paper elaborates on proposals that could help promote the transformation of mutual nuclear deterrence between Russia and the United States. The authors propose a revised mode of relationship based on the mutual management of nuclear weapons interaction and associated impacts on international security. The paper explains how such a process of US-Russian bilateral cooperation and transformation could later also require additional multilateral strategic relations among the five principal nuclear powers and the emerging nuclear weapon states, to ensure lasting international stability and nuclear deterrence.
