Kosovo has implemented much of the Ahtisaari Plan – the minority rights-providing blueprint for its democracy – and deserves to be fully independent, argues this analysis. At the same time, it is in Pristina’s and Belgrade's interests to cooperate and avoid an exodus of Kosovo’s Serbs. Failure to do so would leave Kosovo with a multiethnic constitution ill-matched to a monoethnic reality, and such a mismatch could undermine its image among international supporters.
