This study examines the international legal commitments for addressing climate change, as well as the issues involved in the implementation of the Kyoto Protocol. The author further analyzes the economic, political, and scientific challenges that developed and developing countries face as they consider the implications of designing policy instruments for capping emissions and addressing climate change.
