This paper looks at how sharp changes in energy prices affect developing countries. It presents a literature review on the convergence between energy prices and growth and distribution in developing countries, employs a Computable General Equilibrium model to identify the most vulnerable countries, and presents case studies from Nigeria, Malawi and Ghana to illustrate policy responses to oil shocks in more detail.
