This policy brief is concerned with the Civilian Capacity (CIVCAP) initiative and its potential to improve how the international community assists countries emerging from conflict. It argues that even in the context of financial constraints and challenging Member State dynamics at the UN, CIVCAP represents a real and practical opportunity to drive concrete change. The author identifies concrete opportunities for policy makers to help deliver short-term results for CIVCAP and to set the stage for further reform.
