This essay on the Fourth High-Level Forum on Aid Effectiveness, which occurred in Busan, Korea in 2011, provides students of international affairs and development a better understanding of how nations, institutions, and individuals with diverse interests, orientations, and personalities reach consensus in large multi-actor settings. It is, in short, a how-to primer on consensus building.
