This report outlines the current grievances and conflicts that exist between the North Caucasus’ various ethnic and national groups. It further argues that Russia's anti-jihadist, counterinsurgency-focused security strategy for the area is too simplistic. It does not do justice to the complex ethnic, religious, political and economic grievances that fuel the region's violence, and which require flexible and comprehensive solutions. One particularly necessary solution, in the report's opinion, is the creation of a new Russian nationalities policy for the area. The policy should ensure, among other things, equal employment opportunities in volatile, ethnically-mixed communities.
