This Background Note is based on studies that analyze the potential impact of climate change on the lives of minority and mountainous communi­ties, particularly children and vulnerable groups in Vietnam's Quang Tri province. Through an examination of social indices, the changing risks and child-specific dimensions of vulnerability are outlined in relation to the communities in question, but a broader range of potential national policy responses are introduced that have saliency to other countries in the region as well.
