This report aims to take stock of developments in Russia, assess the US-Russian relationship, and offer a broad strategy and a set of recommendations for US policymakers in light of general developments. The authors argue that sustaining cooperation with Russia remains central to promoting American interests on a number of issues, including non-proliferation of weapons of mass destruction, the Iranian threat, energy, and HIV/AIDS. Nonetheless, the report finds that in many areas, US-Russian relations constitute a disappointment. It recommends that the US pursue a path of "selective cooperation" with Russia, rather than seek a broad "partnership" that is not feasible.
