This working paper addresses low-income countries’ (LICs) support for the adoption of low carbon development (LCD) pathways. Using electricity generation as a test-case, the authors suggest that LICs need to rethink their energy and growth strategy by exploring alternative affordable, efficient and cleaner energy sources. The authors’ argument for LICs adopting LCD pathways is that these countries need to provide modern energy services to different strata of populations. Through the examination of distinct economic scenarios, the analysis highlights that while additional financing is important in accelerating the adoption of LCD technologies, they are not a necessary condition.
