This report scrutinizes the situational and conceptual factors underlying Russian policies on its critical infrastructures (CI). First, it explores the evolution of the Russian policies on critical infrastructure protection in the context of the national security policy. Second, the report assesses the political implications of critical infrastructure vulnerability in Russia. Third, it provides insights into the complex grassroots realities of CI and resilience in the face of all-out system shocks in the human societies of the Russian North.
